Former engineer makes plea

A former assistant engineer for the city of Santa Clarita pleaded no contest this week to embezzling more than half a million dollars and was sentenced to four years in prison.

David Rubira, 41, of Newhall, pleaded to one felony count of misappropriation of public funds and was immediately sentenced by Los Angeles Superior Court Judge David Walgren.

Walgren also ordered Rubira to pay $533,570 in restitution, according to Deputy District Attorney Sean Hassett with the Public Integrity Division. Rubira’s home and vehicles were seized by prosecutors, Hassett said.

Rubira has been jailed on $675,000 bail since his arrest Aug. 22.

Rubira fraudulently routed cash to fictitious companies between November 2012 and April 2015. The monies were posted as bond by construction companies working on city building projects and contractors were entitled to refunds when projects were completed.
