Los Angeles Deputy Mayor Laurence “Larry” B. Frank has been named as the new president of Los Angeles Trade-Technical College by the Los Angeles Community College District Board of Trustees.
Frank will assume his duties on July 1, 2013. The downtown Los Angeles community college serves 27,000 students each year with a primary focus on career-technical education. The board of trustees approved the selection at its regular meeting on May 1, in what was termed “a rigorous search guided by LACCD Chancellor Dr. Daniel LaVista.”
Frank’s selection follows the retirement of current LATTC president Dr. Roland “Chip” Chapdelaine, who is stepping down as president after a seven-year tenure.
In his present capacity as deputy mayor, Frank is responsible for several city departments, including community development, contract administration, and the city’s workforce development program. Frank has worked closely with the college in creating pathways of training for Los Angeles residents.
“It is a great honor to be asked to lead one of the finest educational institutions in Los Angeles,” Frank said. “My years at UCLA and the city of Los Angeles have given me many opportunities to partner with L.A. Trade-Technical College, and I appreciate the breadth of its contributions to our community.”
Frank is a former UCLA faculty member, having worked with the school’s Center for Labor Research and Education. He graduated Phi Beta Kappa and magna cum laude from St. Lawrence University with a B.A in Religious Studies. In 1990, he obtained his J.D. from the UCLA School of Law and developed a sentencing practice while specializing in juvenile law. He has worked for the United Farm Workers and other unions.
