The VIA 425 apartment complex in Carson has opened with hopes that this ultra-modern residential complex will encourage even more revitalization of this busy, mixed-use stretch of Carson Street at Grace Avenue. Once a vacant lot prone to weeds, loitering and litter, the $24-million development features 65 new medium-income apartment homes for families earning up to 60 percent of the area median income (about $69,000 annually). The complex has a 3,000-square-foot community center, which was included to host various social services, after-school programs and adult educational classes.
